Agree in principal with these levels, but as you said yourself some specific characters levels are a bit vague and depend on the readers point of view at this point.
The two levels I have in bold could easily be changed one way or the other. I tend to believe Sharina is above Someryn, and Alivia is above Cyndane, but in both cases the gap is very small.
Also, I think at this point in the series Nynaeve has moved ahead of Talaan. I think Talaan had was already at her limit back during her an Nynaeve's training sessions. I believe that since Nynaeve's block removal, and Forsaken battle she has increased her strength.
