A villain who takes power from pain is hardly suspenseful at all. In fact, Semirhage was quite predictable (and pretty dumb, given KoD's events).
What tGS showed was that aside from Moridin, the "chosen" are exactly as Verin described - selfish, arrogant children.
The REAL suspense comes not from the cardboard villains, but from the should-be heroes. Rand al'Thor nearly destroying the Borderlander army is far, far scarier than Semi ever was. And when he strangles Min, and then nearly kills Tam - well, honestly, is there any fear more deep-seated than that of loved ones turning on us?
