Yes, Hawkwing included AS but he ran a meritocracy(Sp?). He didn't use them because they were AS but rather because they happened to be competent.
Also, It wasn't all Ishy that turned Hawkwing against the AS. The fact that the AS started to sabotage Hawkwing's rule by taking orders from Beonwhin(Sp?) rather than following the laws and guidelines from Hawking, whom as govenors they were to supposed to follow.

Before or after Hawkwing started being manipulated... It was my understanding that Ishy was around before Bonewhine started acting up and since Ishmael began the Black Ajah we could lay Bonewhine at his feet as well if she was their doing.
