That is enough to convince me that Slayer is an enemy whose ability set places him closer to a Wise One Dreamer than a full-blown channeler.

He got his powers as gifts from the DO after all. And just because Slayer didn't manage to kill Perrin (who was still needed for the plot), doesn't mean that Slayer isn't a deadly top assassin, who successfully killed Asmo. After all, the Forsaken also didn't manage to kill a ta'veren for obvious plot reasons.
