Was Semirhage broken? Maybe I did not read the scene carefully enough but my impression was that she did not like the experience i.e. being spanked and her face shoved into the food, she cried, asked them to stop etc but afterwars she was as defient as ever.

Given more time Cadsuane may have fully broken Semirhage but if you compare her situation to the training of a damane, once a damane is freed she does not want to do anything without an order from the Sul'dam. Semirhage was no where near that state.
