We do know that it takes a decent amount of the power to get it done....
No we don't; quite a few of the Aes Sedai had been able to use the basic forms of Compulsion before coming to the Tower for training; it is from their tricks that Verin pieced together the form she uses. None of these Sisters was singled out or identified as being among the strongest Sisters so we can assume there is quite a range in the power levels of the wilders who had this as their first channeling trick.
Even further, Verin is quite weak as a channeler overall, and she was able to weave Compulsion on the Sisters without using her angreal, further indicating that there is at the very least a very low threshhold of Power to create the effect.
It might simply be the case that weaving Compulsion in a strong enough effect to destroy the mind of the target with one application requires a certain level of strength, while being able to combine multiple triggers into a type of Compulsion more subtle requires skill or a Talent. Verin's was quite clumsy, and because of this, it required the target to supply a reason of their own to obey her orders - this limitation might not apply to a stronger and more skilled user of that weave, but at the very least, we know that it doesn't require above average strength to use.
