I never figured that Verin was weak....or even middling.

She is regarded as being old, so Aes Sedai deffer to her. But never is it remarked that she is weak in the power...and its not even refered to as her being middling either. She did, after all, have enough mojo to cause a 3 day monsoon in the Two Rivers.
As per the scraps of all the Compulsion from the novice girls (which Verin puts together)....and even Liandrin's trick....there's a world of difference between that and full on Compulsion to get someone to say something that you want, remember what you want them to, and picture in their mind what you wanted to happen.
The fact that Verin was able to piece together memories of different women's weaves for the same thing is amazing and more of a testimony to her awsomeness. The fact that it worked at all, even with the weave's natural disadvantages, is a miracle. You could be Lanfear with the Choden Kal...and that weave would still suck next to real compulsion.

The lead up was clumsy because her death scene was rather forced.
