She was Forkrooted after Rahvin was defeated. There was no way she could be up and running a few minutes later. More, she most certainly wouldn't have returned to Salidar if she went to Caemlyn. She knew her game was up.
Egwene was heavily forkrooted during her time in the Tower and she could still enter the Dream to call meetings of the Tower.
As for the a'dam not affecting one's ability to enter TAR... please explain then why neither Semi nor Moggy tried to use TAR to effect an escape. Moggy could have simply pulled a BA into her dream and engineered an escape!
I think it's a plot hole; Egwene wasn't a fully trained Dreamer at the time she had the a'dam around her neck during TGH so I'm going off of guesswork.
Anyway, that's why I put Moggy at 20% - just because it fits her overall behavior, even if the mechanics don't work out so neatly.
"Those who think they have no time for bodily exercise will sooner or later have to find time for illness."
So your name is Graendal....

Egwene was faintly forkrooted, not heavily.

The lead up was clumsy because her death scene was rather forced.
