I believe Brandon Sanderson has said that he would introduce no new weaves in the series. We have never seen someone do a compulsion weave that dissipates when someone else delves the person. So if it is true about what Brandon said, then the idea that Graendal did this new weave to trick/fool Rand is impossible.

I'm definitely not one of the "Graendal's Alive!" camp, but a Compulsion that dissipates upon Delving isn't really a new weave. We've seen Compulsion, and we've seen Wards that a triggered by any number of things, combining the mechanics isn't all that groundbreaking.
Not to mention, if this is considered a new weave, it could be one Jordan left notes on. Brandon wouldn't make up his own weaves, that doesn't mean we won't see some cool new weaves Jordan had planned.
