Fudge: I cannot help wondering whether he is still in denial. I mean, officially he is denying everything and pinning it on Sirius, but he must have noticed that Dumbledore's predictions are coming through?
He is. Wilfully blind, I believe the term is. Which is why Voldemort is so keen on remaining in the shadows and profiting from Fudge's refusal to see the writing on the wall. The way Fudge actually believes that Dumbledore is creating an army against him, though... he really must have cracked.

Umbridge: She really does believe Harry is lying, doesn't she? I mean, I keep forgetting that. But the doubleness of the "the message is not sinking in" comment brought it back to me. Not that it makes her much less of an evil bitch, but...
I think Umbridge is very good at not asking herself questions she doesn't want to know the answers to. She's pretty much the personification of the Nazi bureaucrat to Voldemort's Hitler (well, that's a bit of a stretch at this point, but not so in book seven).

The teachers: I think this is what I love the most about this book. The conspiratorial side to the teachers. Here exemplified by the showering Harry in points and candy after the interview. It makes me happy when the teachers band together with the students against a common enemy. Especially when that enemy is Umbridge. Especially Trelawny's prediction that Harry would not die. I love it

His reactions really point to him wanting Harry to learn. The fact that he gets the most angry from proof that the link to Voldemort is as strong as ever ...
You have to wonder if part of it isn't that he's jealously guarding his own task. Spying on Voldemort and keeping the Order informed is his reason for living, his way of redeeming himself for Lily's death. It would be logical for him to be annoyed at potential "competition" in that regard, any hint that his crucial role might not be so crucial after all. See also the way he says "Indeed Potter, that's my job".

Dumbledore: I love how he handles Umbridge's dismissal of Trelawny. It is the trial all over again. He knows how to deal with bureaucrats. Their power lies in adherence to rules, and by knowing the rules better than them, and by seeing the loopholes, he is able to make the situation worse (from Umbridge's point of view), while making it better for his students. Of course, this runs the risk of having her retaliate, but as the alternative is to lie down and die, I love him for it.
As I read that, it occurred to me that Dumbledore's motives here are not merely being nice to Trelawney. She offers to leave at one point, and he tells her "sharply" to stay. It's not safe out there for the woman who Saw the prophecy, and who can say what Voldemort might get out of her if he can get his hands on her - not that he knows he has to have her yet, but he might find out. Dumbledore wants Trelawney where he can keep an eye on her - that's the reason why she ever got the job in the first place, and it's the reason why she has to stay at Hogwarts now.
Oooh, another good point that completely escaped me. I agree. Although, I don't think she remembers the prophecy at all, so she couldn't actually tell anyone. Could she lift the prophecy from the shelf?
There is of course also the possibility that she could Prophecy again.
I also love (no, I don't think "love" is too strong a word) how he handles the scene in his office. Telling Harry to lie outright and tricking and plotting -- it is beautiful. I like this ability to see the need for cheating. And how he does not hesitate to sacrifice himself in order to keep Harry in school, and how he dismisses the idea of being sent to Azkaban. The complete rejection of following the rules. Lovely, lovely, lovely.
It was fairly awesome, yeah. His finest hour, really - the most obvious display anywhere in the books of his magical superiority to just about everyone else, and the last time he'll be depicted as nearly omniscient and omnipotent, before his re-humanizing in books six and seven. On second thought, penultimate time - there's the showdown at the end of this book, too.
True. It is interesting that after having been told time and time again by Hermione (and Snape) that you cannot possibly under any circumstances apparate or disapparate in or out of Hogwarts because it is impossible and why can't we remember that, Dumbledore does precisely that. Or, probably not precisely that, but something very reminiscent of it. Again with the omnipotence, as you quite correctly remarked.
