I actually suspect the opposite of what you suspect. The reason being that book sales drive publishing, and so fluff books sell better. The genres that are going to have a higher volume are naturally sci-fi, fantasy, romance, thrillers and mysteries. Sci-fi and fantasy dominate the market by themselves, however, and a lot of what is published is derivative because it's a formula that people know will sell, just like a Hollywood blockbuster with Bruce Willis saying "Yippee kai-yay, motherfucker!" is going to sell, especially if it has lots of explosions.

The result is that books that don't hit those niche markets are unlikely to sell, and so a publisher is going to be very picky about how it allocates its non-sci-fi/fantasy resources to make sure it publishes something compelling enough to attract buyers (who are likely a different demographic altogether because the exclusively sci-fi/fantasy drones aren't likely to buy it).

In other words, it's entirely possible that the REASON there's so much crap out there is because there's a high DEMAND for that crap, but the end result is the same.
Political correctness is the pettiest form of casuistry.
