I think the combined impetus of commercial and strategic considerations will ultimately carry more weight than the WoW crowd. About the only thing the latter is likely to do in retaliation is hack the Pentagon--which they have already done anyway; that is kind of the problem. So I expect the bills to be merged into a single form and ultimately passed one way or the other; there will be a lot more Hell raising from the hard core internet community but not much they can really do about it and, again, much of the purpose of the legislation is to limit even that.
