Making something illegal simply creates a black market for it. The criminals will still be armed but the civilians won't. There is no winning for either side of the gun control debate.
In the sense that the debate on which system would be the best is to a considerable extent purely hypothetical, since you just can't build up a new system in a vacuum, and the gradual transition from one system to the other seems almost impossible.
That said, while you can't make the guns vanish into thin air, you can still tighten the required background checks and regulation.
