I think you are overplaying the fear factor. When breast cancer screening just started, maybe there was this fear. But after 20 years, it becomes part of life, and people adapt. It is considered part of Seancean life. Most people will just say "I walk in the light," and do not believe their relatives are damane. If it were ture, they just say "oh, I was fooled." Like in our world, we all of sudden find out a nice person we thought we knew was actually a pedophile. Do we live in constant terror that all our firends were really all pedophiles, just undiscovered?
If you think about it, compare this to Randland, where they should be constant terrified about Male channelers came up, all of a sudden, AND there is no testing whatsoever.
