Well, the testing is done only once per year. I suppose there is a small chance that you start sparking right after the last test and die before the next one. But I expect that for the most part you are right.
If a woman started channeling suddenly she would be immediately collared. No way a marath'damane channels in mainland Seanchan without being noticed. Look at how quickly they swarmed over the wondergirls in Falme and Joline in Ebou Dar! It would take months for a girl to die of the disease and likely she would channel a number of times in the mean time.
Sure the "formal" test is once a year, but you know the system takes into account women who channel in the mean time.
