Maybe Maria was only answering the first question.

The first question was about strength distribution, not distribution over the 21 levels as Sidious claims.


RJ has never admitted to knowing the strengths of his characters. He said he placed everyone on a list of 1 to 21. How did he apply a bell curve to absolute strength if he never considered it?

Like the previous poster, I think the MAFO is far less revealing than you think.
