I agree that it is from the age of legends because Rand reflects on it's age, and no sword with cloth wrappings on the hilt could survive that long unless it was created with the power.
If it is not Justice than it is at least a ter/an/sa'angreal of some sort. Other wise Rand wouldn't think:

Of course, no real sword that wasn't fored by the power or very carefuly maintained and stored could survive a thousand years, on the other hand, it's a fictional sword in a book and even the ebst author tends to overlooks the occassional detail, so I suppose we shouldn't take it for granted that if it is Justice it is also an OP-forged weapon, but odds are it is Justice and it is OP-forged. They probably tell us in the prologue, so w emay all be laughing at our wild-arse theories in a few days here
