When someone of the opposite sex is weaving, you cannot see it. And a shield placed upon you when you're not holding the OP is not easy to detect. For god's sake, Siuan was shielded so long that Elaida's cronies had time to kill her warder, yet she never detected it! If a saidar shield cannot be felt when a woman is not channeling, one form a person of the opposite gender can almost certainly not be felt.
that entire scene is ... how could Siuan have not known she was shielded when the women shielding her were right in front of her? She just wasn't paying attention or thinking clearly ... hello she didn't even notice when her Warder was murdered!
