Demandred, Lanfear, Semirhage, Graendal and Sammael could probably duel one another with unpredictable results, and the result would be 50-50 if they dueled a hundred times. It makes them inferior to Ishamael and Lews Therin, but not to each other.
I sincerely doubt that Semirhage is up to par with Sammael, Lanfear or Demandred when it comes to dueling, considering how badly she managed in Kod. She's certainly skilled in her area of expertise, but in a battle Demandred would overwhelm her before she could form a single one of her sophisticated torture weaves which she certainly would revert to using in a battle, same as Graendal would try to use Compulsion.
But Semirhage did not manage badly in KoD. There is no Forsaken who could have defeated Logain, Cadsuane, Nynaeve, Narishma and Sandomere at the same time. On the contrary, Nynaeve thinks that if she hadn't been holding the Power from the beginning, she would have been in trouble.
Also, Mesaana thinks she's as capable in the Power as Semmy, yet Mesaana is subservient-ish to Demandred. How then could Semmy and Demandred be equal in a OP duel?
Mesaana does not specifically mention the One Power, and she feels uneasy around Semirhage despite what she says. RJ also said that a Forsaken's estimation of their abilities is always a lie, because they are unwilling to admit any fallibility. Mesaana is also not subservient to Demandred on any account - she merely recognizes that he would have been the second most acclaimed man of the Age after Lews Therin. In KoD, Demandred and Semirhage flank Mesaana, and Semirhage shows no deference to Demandred at all.
