Galad's position was actually closer to Elaida's at first. He got caught with his pants down, and surrendered to prevent his army from being destroyed. Elaida refused to negotiate, and Egwene decided to starve her out to avoid the same type of battle that Galad wanted to. (Ok, Tarmon Gaiden is close. More speed, less haste; we've already seen what happens when things get rushed.)
