Galad is revolutionary because he agrees with basically none of the fundamental ethics of the Children of the Light and lucked his way to the top by dint of applying his own independent ethics. Witches? His adopted mother channels. His sister channels. The woman he was attracted to for the last few years channels. Though he doesn't know it yet, his half-brother channels. And he's never flinched in supporting that, just in opposing Siuan and Elaida's machinations; he didn't come to any moral dilemma.

Egwene, on the other hand, has adopted the ethics of the Aes Sedai and made them her own, as she has every other society she's ever been hosted by. It makes her much less likely to be a revolutionary, but very ironically it makes her much more honest in a sense than Galad.
