For the record, I'm not saying AS are always working for the greater good ... Point of fact they suck as people for the most part. But they organization is smart enough to have checks and balances in place to at least keep up appearances. They even covered up being unable to save Malkier behind a mask of "The Wheel weaves as the Wheel wills" ... The White Cloaks on the other hand thrive on the fear they inspire from these acts. The standard MO is to incite fear in the village folk so they can undermine rulers and thus gain political sway. Note how Niall and Valda wanted free reign in Andor rather than simply having Morgase as a lap dog? They needed to be able to create fear in the people not just control of the ruler.
