Its basically like two gunslingers duelling it out. Whoever is quickest on the draw and able to strike accurately wins. Only the opponent can deflect the strike if he is skilled enough. Then it becomes a slugfest, like rand vs rahvin or rand vs lanfear. Basically if there was a weak channeler who could weave a hairthin bolt of balefire faster than anyone else could weave an attack, he would be unbeatable.
