Following rules for the sake of following rules is something mindless drones do, not people that the Aes Sedai are supposed to represent. Honestly, even the reasoning for the rule not to run is a bit silly, particularly if you're not going to remember why. What if the test taker is chased with a wall of fire? If I was a tester and didn't see them run or channel, I'd refuse them the shawl because they were plainly mentally unsound!!

Part of being a healer, a guardian, a protector, is knowing when your charge is more important than your rules. The WT has forgotten that. If they spent their time actually helping people, they'd be a lot more respected. Instead they waste their time on appearances and meddling in politics. I think the scene with Nynaeve represents this problem very well.

Besides, the AS break rules for selfish reasons all the time. They break the rules for good reasons too. It's rather hypocritical and pointless to demand mindless rule-following from those testing for the shawl.
