Yeah, it was mainly Siuan's plans that outsmarted them before TGS, but the Sitters shouldn't have allowed Siuan to get close to Egwene in the first place. They knew Siuan holds a grudge against them for not allowing her to return as Amyrlin, so why give her a chance to get back at them by helping Egwene? Also if they wanted to keep Egwene a figurehead, giving her unrestricted access to the knowledge of Tower law and custom that Siuan had, was simply idiotic. They should've instead appointed some lo level Brown they could keep in check to educate Egwene on protocol.

Then there's the the whole Leane - Siuan fake hatred which kep all Sitters fooled for months. Yet Nynaeve figured out it was a ruse about 15 seconds after she met Siuan in Salidar.

The Sitters in the Tower were even more stupid since they allowed Elaida to do whatever the hell she wanted, even though she went from disaster to disaster.
