True enough. But lets not discount the possibility Moghedien visited the Tower. She may not have walked in all proud and open like Lanfear and Graendal, and she certainly never contacted Alviarin, but that doesn't mean she didn't disguise her ability and meet with some BA women. This might even put a new spin on the first time she met Elayne and Nynaeve in Tanchico.
Basically, that quote just tells us Moghedien found Hessalam to be of significant strength. It also pretty much tells us Graendal was strong, but not in the "freak" zone like Lanfear because Moghedien wasn't surprised enough for that, nor did she think of Graendal's strength.
I don't think Graendal is far from "freak". If, of all the characters in the series, only six are stronger than Nynaeve, and Graendal is as strong or stronger than her, then she's clearly in "freak" range. Moghedien's lack of surprise is more likely because she has met women like Nynaeve, from this Age but incredibly strong. Graendal hadn't met such women, save for Someryn (wherever she stands) which would explain her shock over Cyndane.
IMO it tells us Graendal is either in Nynaeve's range or somewhat stronger, but still in the zone of strength that's rare but not exceptional enough for her to think "wow, this woman is exceptionally strong, about as strong as Graendal". If Moghedien met someone else of Lanfear's strength, it's something like that she would think.
I don't know about that. There's this almost mythic belief of extreme strength difference between Lanfear and the next strongest female Foresaken, which never made much sense to me. The same is not true of the men at all. Lanfear is two levels above Graendal, but we don't know what the relation between Graendal and Semirhage is. Semi could simply be stronger (as strong as Cyndane), and the strength differentials between the top three levels could be so minor as to be semantic at best, just like the case between Ishamael, Aginor, Demandred and Sammael.
