Absolutely. But it doesn't follow that Lanfear and Morgase are equidistant from the mean.

We assume Morgase is the weakest a woman can be. She's certainly the weakest we have seen by an order of magnitude. Whether it is Morgase or someone else we will never see, though, that weakest woman and Lanfear will be equidistant from the mean.
