Leanne says they're not even one third of their original strength. And I don't know where you decided to put Kairen in the same range as Temaile. Kairen is strong, though somewhat weaker than Anaiya, according to NS.

It's clear that they are less than half of their former strength, but there is no statement that they are less than 1/3 of their original. If anything it seems like they are between 1/3 and 1/2 of their previous level.

Kairen is weaker than Merana as we see when she is tasked with taking the TR girls to Salidar.
