Absolutely true. However, that distribution will look like this. Does this look like something someone would describe as a bell curve? I think not, but that's just my opinion.
More importantly, a distribution like this would mean that the probability of finding a channeler like Lanfear is almost as great as the probability of finding someone of average strength. Is that supported by evidence from the books? I think not.
