How can we be certain Egwene was at full strength when she said that?

Sure, Egwene was forced by the Seanchan. Everyone knows that. But even with the forcing she might not have been at full strength. Am I forgetting a quote that says Egwene is at full strength when she compares herself to Moghedien?
What if Egwene's potential is not that far below Moghedien, but her strength, at the time she compared herself to Moghedien, was far enough lower that she stood no chance at the time????
Until I see a quote saying Egwene is at full strength, I have to accept the possibility that Egwene was comparing her current strength against Moghedien and not her potential.
