Presumably, the balefire stream Rand used to kill Semirhage & Elza was narrow - narrow enough that it only hit them, not the bracelets. Whereas, the balefire stream Rand used to destroy the palace was HUGELY WIDE - wide enough to wipe out the entire palace and everything in it, presumably. I don't have the book in front of me, but I recall that it was said that there was nothing left where the palace had been standing.
I am pretty sure the way it was described was that the balefire stream was NOT wide and large enough to encompass the entire place. But rather that the palace somehow "absorbed" the balefire energy and started glowing from that. I think the term was "breathed in". And then when it had absorbed enough the whole place vanished in an instant. That is completely unlike balefire we have seen before.
Either BS wrote it differently, or this was somekind of new type of balefire. I suppose you could argue that Rand used LTT knowledge to modify the balefire weave but there was no mention of it. I figure BS just wrote it differently. This causes a lot of confusion. I am not entirely convinced that BS and RJ views on balefire are identical.
