Voter fraud of the variety prevented by solid ID standards is that sort of individual or small group fraud that is hard to investigate and prosecute, on the simple grounds that it isn't worth hundreds of hours to find half a dozen individual voters who voted fraudulently by voting twice in two precincts or similiar.
