imo, fervor has no place in political discussion

Most issues are grey enough that they should be met with consideration and thought beyond one's immediate "fervor". The thing is, there is rarely one right answer for all factors of a political issue. This is a country with a lot of people with a lot of opinions and a lot of problems that are all intertwined. You can't just furiously jerk at one knot and expect it not to affect the entire mess.
Yes. There is the consequence of this law that it can/will make voting more difficult. Not much more difficult, but people will have to take time out of their day to go get an ID card. Which, really, is a good idea to have anyways.
However, there is the question of voter fraud, which has been discussed above.
What worse? Having people who don't vote because they couldn't/wouldn't take the time to go get an ID card, or having an unfair election due to fraud? If you ask me, the latter is a far greater threat to a democracy than the former. The latter decreases representation, but the former leads to a corruption of the entire process.
