Which are exactly like a driver's license, only without giving the bearer the right to drive a vehicle. Otherwise they have the same information and have equal weight in terms of proving one's identity.

And getting one really does cost about $20 and take up an hour's time (on average, since it might be more or less depending on lines and distance). Overall, nothing too onerous, considering it's a pretty useful thing. If someone is too lazy to get an ID, then I just find it difficult to believe that the same person wouldn't be too lazy to vote.

Depending on how strict they are, "photo ID" could even include high school or college ID cards.
