As Brian explained, the EITC (its official name - the Earned Income Tax Credit) actually pays people who did not pay taxes. It's not a refund; it's an additional source of welfare. By expanding that program we shrink the tax base. Obama wants to expand that program.
Welfare to me means you require that money in order to support the basic cost of living. In order to have a roof over your head and food on your table. By expanding that program it means that more people get to eat dinner and that less of them are sleeping in a cardboard box. Don't you think that's slightly more important?
