I was in the military, and there are a ton of programs that give veterans money that is considered tax-free, so a lot of the people I knew that got more money back than they paid were in the military. I don't think I've cleared less than 40k in any of the last 5 years (not bad for a college student!), but for tax purposes I only made around 15-20k, which when filing taxes made me appear to be close to the poverty line, even though I wasn't truly anywhere near it.

That does make a big difference, yeah, but although significant it's not the norm.
