A business has to turn over withheld money directly to the IRS and state taxation authorities anyway. It's not like they can arbitrage the withheld money, and even if they could the amount they could make would be so small that it wouldn't affect their operations (unless you're envisioning some Dickensian sweat shop where tens of thousands of people are employed at minimum wage).

Probably because every place I've ever worked lets the employee decide how to fill out the withholding form though most of them have suggestions on what's in the employees best interest. I misunderstood you to mean they won't try to hold wages as low as possible, which seemed dubious to me.
