The transcript was composed by people actually in the room when the call was made, unlike the whistle blower's unsubstantiated complaint.

Which is why as soon as that report (it's not a transcript exactly) was released, people focused on that instead, at least for purposes of assessing what Trump said and how serious that was.

In the context in which it actually occurred, the expression is whistle blowing, hence the epithet by which this person is being described. Of course if and when such misdeeds uncovered by a whistle blower come to an actual criminal trial, there needs to be more of an investigation to obtain further evidence and obviously that includes talking to the people who were actually present for the call. I have no idea what 'fishing' has to do with anything.
