I was (mistakenly) thinking that Leane knew what Siuan and Moiraine were up to, but you're right (as far as I know). I checked Encyc.WoT, and it seems Siuan (in TGH) always had Leane leave the room whenever she talked to Moiraine. I wonder if Siuan did that to try to protect Leane, or just to keep as few people as possible from knowing. Some of both, I would imagine. I don't think Siuan mistrusted Leane, but my memory of these details is very hazy.

I agree that its both. In tGH, Siuan says Leanne may call for her stilling if she comes to know, and she wouldn't be wrong. To which Moiraine replies that Leanne would follow her to Shayol Ghul.
I think Siuan just didn't trust anybody but Moiriane at that point.
Anyway ... I agree with what you said. Although, I suspect that Elaida and co. simply assumed Leane was in on it, rather than assume she wasn't but stilled her anyway for the reasons you stated. I don't recall if there was ever any discussion of this, in TSR when it happened or later when the two went to Salidar.

Exactly. They never bothered to check, they never bothered to give them a trial before stilling them, where the truth would have come out.
