Siuan and Moiraine had no choice but keeping things a secret. With several Aes Sedai killed, and one Amyrlin killed that held the knowledge of the DR it would be unwise, and ridiculous for them to act otherwise. They had to do what they did, finding and keeping the DR alive is and was the only thing that matters. Rule and regulations cannot be kept when the black Ajah has infiltrated the tower. With a fair trial this would have been explained, but remember, there was no intentions of a fair trial, if there had been, Siuans warder would not have been killed before she was even found guilty. Why would they kill him over her "crimes"?
