Graendal was never supposed to be in Caemlyn. The original plan was apparently to lure Rand to Sammael in Illian, where the other Forsaken would wait to take Rand. But this plan failed, because Rand attacked Rahvin instead.


the plan was to gang up on Rand when he attacked... sure they had planned to do it in Illian, but when that failed and he ran off to Caemlyn she could have as easily went there to complete the plan.

Your rational for thinking Slayer was an assassin all come from later books.
