I meant to write "even though she isn't dosed enough before sleeping so that she sleeps without dreams, that doesn't mean she is waking up full powered". I thought they did dose her some, the question was whether or not they could dose her enough to stop her from dreaming. And as you point out they decide they can't.
Now, doubtless she can channel some when she wakes, but I don't think she's at her full strength. Am I wrong?
Wrong, I mean.
We've seen Egwene at the Tower quite often in tGS, including some times when she heads off to bed. Nowhere is it stated that her pre-bed dosage is increased.
Instead, what seems to have happened is that as soon as she wakes up, she's given the weak dose that should keep her barely able to channel for an hour or two, and this dose is repeated through the day.
At night, there's no dose, so she is shielded instead. Certainly, even if she is being given a dose, it isn't the kind that would make her faint/dizzy in any way. Which means at worst, she's being given a repeat of the weak dose before sleep, which should have worn off without a problem by the time she wakes up.
So, the fact that despite knowing all this quite well, Katarine and Silviana both think that one woman is enough to shield Egwene (the other being to prevent any "tricks"
, indicates that one of these women is indeed able to shield Egwene and hold the shield. I'm sure neither can shield her if she were already holding the power, though.
