BS just said during his Q&A chat, that "these [last three] books are culminations, not thread-starters".

Rand balefiring Graendal's palace was a perfect culmination scene. Consequently, it makes no real sense to basically start a new thread in ToM by placing Graendal in a new lair somewhere else in the Westlands, or to suddenly jump back in the timeline before this culmination.
