It's possible, even likely IMO, that you can feel a shield being placed on you even if you are not holding the Source. There is no evidence in the books to suggest otherwise.
It's not just Siuan's PoV
How about Nynaeve's PoV in TDR when Liandrin & co shield her without her noticing?
Or Asmodean in TFoH when Lanfear shielded him. Asmodean only responded after she told Rand what she had done to him.
And that's just the top of my head.
Sure, you could claim they were all busy/ tired/ whatever...
but when nothing in all the books even indicates they could have noticed the shielding without holding the Source, then you're making stuff up, given what we do have.

Holding the power or not ... I find it highly unlikely that anyone could cut off a Forsaken level channeler while performing all the other acts Graendal managed ... perhaps if her angreal was quite a bit stronger than we have been led to believe it would be possible.
Siuan and Asmo were exhausted/distracted and Nynaeve is so poorly trained in things like this that it's laughable...
Egwene didn't know there was a shield on her when Amys shielded her either ... but she was also asleep when it was done ...
I just don't see that there is a "standard" here ... it's case by case. IMO the evidence with Aran'gar is that she wasn't already holding the Power or Graendal wouldn't have been able to shield her so easily.
Aran'gar was distracted and terrified when she sensed Rand holding so much saidin. The idea that she wouldn't be holding her maximum to counter any eventuality during a moment of the highest peril is ludicrous.
Graendal is a super strong channeler and we don't even know how strong Aran'gar is, though she's obviously well above average. Graendal also has an angreal and is a channeler of renowned skill and lethality.
And look at it from the other direction... Graendal has no way of knowing if Aran'gar is holding saidin. If the idea of her shielding a high strength male is impossible or unlikely, she never would try. She didn't even hesitate. She knew that no matter what Aran'gar was holding she would be able to shield her, unless she was very quick on the counter, which she was not.
Relying on one gasp as proof that Aran'gar was holding saidin is not compelling.
With no mention of the angreal it makes it hard for me to believe Graendal could so easily shield a Forsaken level male ... and there is no way Aran'gar survived around the likes of Demandred and Ishamael if she was merely "above average" ... it's very obvious that she's in the same basic range of strength that the top level males all are. If Graendal had thrown a shield on her without all the other things going on I wouldn't be questioning this, but she's doing a lot of stuff at once with a very weak angreal (maybe). Seems like Bsand, as another posted commented, just doesn't get the OP rules very well, or Aran'gar wasn't holding the Power in an attempt to avoid being detected by Rand. Aran'gar clearly had no clue what Rand was doing, since she asked ... but was very aware of how much OP Rand was holding ... hiding could easily the way to go.
