Its conclusive evidence. Cadsuane is not much weaker than Egwene. This is the same reasoning Linda used to place her on a level with Bode, and we know Bode's potential is little short of Egwene's, based on Egwene's own assessment.

We know that Cadsuane is weaker than two Sisters. we also know that Siuan would need two-thirds of her strength to retain some good standing in the Tower. Therefore we know that Moiraine/Siuan is not stronger than two reasonably strong Sisters, and the same with Cadsuane. Along with Moiraine's NS quote where she says that Cadsuane is not that strong compared to her, it appears that Cadsuane is not that much stronger than Moiraine. We also know that Egwene is stronger than Melaine+Amys (she was stronger than Moiraine at the beginning of TSR) in TFoH. I think Cadsuane is close to Moiraine than Egwene, though the actual size of this gap is debatable.

This is funny. You now want to believe Aviendha more than the glossary? The chain of evidence is clear. Egwene on top, a step below is Cadsuane. Cadsuane isn't as strong as Merise and Elza combined, and Merise and Elza combined are definitely weaker than Amys and Melaine combined, which means there's no way Egwene is stronger than Melaine and Amys combined.
