It's clear that they are less than half of their former strength, but there is no statement that they are less than 1/3 of their original. If anything it seems like they are between 1/3 and 1/2 of their previous level.

Kairen is weaker than Merana as we see when she is tasked with taking the TR girls to Salidar.
