And for example Lanfear and Asmo were also quite nomadic, just causing chaos. We also don't know what Balthamel or Aginor had done, if they hadn't been killed.
Graendal had a base of operations in AD, but she obviously had her fingers in other areas (ala Shara) ...
Semirhage and Mesaana are similar cases in that they seemed to have been assigned a task.
IMO Demandred was likely running around in various areas stirring up whatever chaos he could. I'd say he had a hand in the Dragon Sworn and possibly could have had a hand in the Borderlanders defection.
Contrary to Sidious' thought, IMO, the Dragon Sworn were a scourge for over half the series! The entire Southwest region of the continent has been swarming with them since tGH... destabilizing Ghealdan, Tarabon, Almoth Plain Arad Domon, and to a lesser degree Murrandy, Altara and Amadicia.
