Compulsion causes permanent brain damage, the heavier the compulsion is, the more severe the damage. Elza seemed dazed and in shock after the compulsion put on her by Verin was removed. Nynaeve has forgotten some things due to the compulsion that was laid on her by Moghedien. Both their cases was mild, not "heavy", so how would Ramshalan appear scot free with heavy compulsion removed. Besides, removing compulsion is a long arduous process. It Nynaeve more than an hour. Graendal is an expert in laying compulsion but I don't think she'd do any better than Nynaeve in removing it.
Nynaeve herself says that the compulsion used on Ramshalan was different from the one used on Kerb, and was less strong. And Ramshalan was indeed shown to be confused after it was removed.
Also, it took Nynaeve a long time because she hadn't woven it, and was doing it for the first time with no teaching to fall back upon.
Semirhage, for example, definitely did not take one hour to remove's Elza's compulsion.
Occam's razor states that the most simple obvious explanation is usually the best one. The only explanation that fits the facts is that the woman who put the compusion is dead.
Use Occam's razor and tell me why Graendal had her slave Kerb poison the Domani merchant. Why did she send yet another of her compelled slaves to replace the one who was killed by the merchant. Wasn't she just reiterating the risk?
