We don't know who will do the rending (civil war or a third party attack), or whether the blood will be Logain's Ashaman, Taim's Ashaman, or both, but we know there will be a massively bloody conflict there. "Rent" does imply breaking or bending, ie that the tower will snap or at least come close to snapping.

Of course, sisters already walk its grounds, so this part may or may not be relevant.
