We've not seen Egwene handle shame on the level that Semirhage did (i.e., be shamed in front of her admirers/fearers). That was the point of Caddy beating Semirhage. If beatings didn't affect Semi, then the point would have been the same - find something that shames/degrades Semi.

I don't know if beating Egwene in public will be any different, but it's one thing to suck it up when it's just you and the mistress of novices and quite another in front of a crowd of your "inferiors"
